Past Performance

Evaluation factor measuring how well a contractor performed on relevant prior contracts — often captured in CPARS.

Past performance is typically an evaluation factor under Section M. The government evaluates: (1) relevance — how similar prior work was in scope, size, and complexity to the current requirement — and (2) quality — how well the work was performed, usually drawn from CPARS ratings and past-performance questionnaires (PPQs). New businesses can strengthen past performance by using subcontracting experience, predecessor company experience, and commercial analogs.
