Section L
The "Instructions to Offerors" section of an RFP that prescribes proposal format, content, and submission rules.
Section L of an RFP contains instructions to offerors — page limits, format requirements (font, margins, volumes), proposal structure, submission mechanics, and timing. Non-compliance with Section L can make a proposal technically unacceptable regardless of technical merit. A robust compliance matrix traces every Section L instruction to the proposal location that satisfies it.
