Compliance Matrix
A spreadsheet that cross-references every RFP requirement to the proposal section and page where it is addressed.
A compliance matrix is the backbone of a compliant proposal. It extracts every "shall," "must," "will," and evaluation criterion from Sections L, M, and the SOW/PWS and maps them to the proposal volume, section, and page number that responds. Mature shops generate the matrix at RFP release and keep it updated through every draft. It becomes the checklist for the pink team, red team, and final QC reviews.
