Section M
The "Evaluation Factors for Award" section of an RFP that specifies how proposals will be scored.
Section M tells offerors how the government will evaluate proposals — the evaluation factors, sub-factors, their relative importance, and the basis for award (best value, lowest price technically acceptable, trade-off). Winning proposals are written directly to Section M, not to the Statement of Work. Every claim should map to a specific evaluation factor or sub-factor.
