SF-330 (Architect-Engineer Qualifications)
The standard qualifications form used to select architect-engineer firms under Brooks Act procedures.
Architect-engineer services are procured under the Brooks Act using qualifications-based selection, not price competition. Firms submit an SF-330 describing their organization, key personnel, and relevant projects; the agency ranks firms on qualifications and only then negotiates price with the top-ranked firm. A-E procurement is genuinely different from ordinary services contracting — price is not an evaluation factor.
