Sole Source

An award made without full and open competition because only one source is reasonably available or a statutory exception applies.

A sole-source award bypasses competition and must be justified. For most acquisitions this requires a written Justification and Authorization (J&A) that is publicly posted. Certain set-aside programs carry their own sole-source authority — 8(a), HUBZone, SDVOSB, and WOSB all permit sole-source awards below program-specific dollar thresholds, which is one of the most concrete benefits of holding those certifications.
