Justification and Authorization (J&A)
The written, publicly posted justification required when an agency awards without full and open competition.
A Justification and Authorization documents the legal authority and rationale for limiting competition, and is generally posted publicly after award. J&As are worth reading as competitive intelligence: they name the incumbent, explain why the agency believes no one else can perform, and often reveal when the agency intends to compete the work next.
