Bid Protest
A formal challenge to a solicitation's terms or to an award decision.
Protests may be filed with the agency, the Government Accountability Office (GAO), or the U.S. Court of Federal Claims. Timeliness rules are strict and unforgiving: challenges to apparent solicitation defects generally must be filed before the proposal due date, and post-award protests within days of a debriefing. GAO protests filed within the statutory window can trigger an automatic stay of performance.
