Debriefing

A post-award or post-exclusion explanation of how a proposal was evaluated and why it did not win.

A timely requested debriefing entitles an unsuccessful offeror to the agency's evaluation of its own proposal, the overall ranking, and the rationale for award. Debriefing timing matters procedurally: requesting one within the required window extends the deadline for filing a GAO protest and can trigger a suspension of performance. It is also the single best source of intelligence for the recompete.
