Lowest Price Technically Acceptable (LPTA)

A source selection process awarding to the cheapest proposal that meets stated minimum requirements.

Under LPTA, proposals are rated only acceptable or unacceptable on non-price factors, and award goes to the lowest-priced acceptable offer. Exceeding requirements earns nothing. Statute and regulation have progressively restricted LPTA use for complex and knowledge-based services. When you see LPTA, the winning strategy is to meet every requirement exactly and price aggressively — technical elaboration is wasted effort.
