Organizational Conflict of Interest (OCI)
A situation where a contractor's other work could bias its judgment or give it an unfair competitive advantage.
The FAR recognizes three OCI categories: impaired objectivity (evaluating your own or a competitor's work), unequal access to information (holding non-public data from other work), and biased ground rules (having helped write the requirement). OCIs must be identified early and either avoided, neutralized, or mitigated with an approved plan. An unmitigated OCI can disqualify an otherwise winning proposal.
