Contracting Officer's Representative (COR)

The individual designated by the contracting officer to monitor technical performance day to day.

A COR oversees technical performance, accepts deliverables, and reports to the contracting officer — but has no authority to change the contract's scope, price, or terms. Only the contracting officer can do that. Acting on a COR's direction to do work outside scope, without a modification, is a well-known route to unpaid effort.
