Small Business Subcontracting Plan
A plan large-business primes must submit committing to small-business subcontracting goals on large contracts.
Large businesses winning contracts above a dollar threshold that offer subcontracting opportunities must submit a subcontracting plan with percentage goals for small business and each socioeconomic category, and report progress. For small firms this is leverage: primes need credible small-business partners to meet plan commitments, and shortfalls affect their CPARS ratings.
