Statement of Objectives (SOO)

A brief document stating the government's high-level objectives and inviting offerors to propose their own performance work statement.

A SOO is the most open-ended of the work-description documents: the government states desired outcomes and the offeror proposes the PWS. This maximizes the chance to differentiate on approach, and correspondingly raises the risk of proposing something the government did not want. SOO-based acquisitions reward deep customer understanding.
