- Small business under SBA size standard for its primary NAICS
- At least 51% owned and controlled by one or more service-disabled veterans
- Service-disabled veterans must manage day-to-day operations and strategic direction

- Government-wide sole-source awards up to $4.5M (services) / $7.0M (manufacturing)
- VA Vets First preference (priority over other set-asides at VA)
Certification path
Certification consolidated at SBA VetCert (since January 2023). Documentation includes VA Summary of Benefits letter or DD-214 evidencing service-disabled status.
