Government-Wide Acquisition Contract (GWAC)
A pre-competed IDIQ contract for IT that any federal agency may order from.
A GWAC is an IDIQ vehicle designated for government-wide use, limited by statute to information technology. Major examples include NASA SEWP, NITAAC CIO-SP and CIO-CS, and GSA Alliant and 8(a) STARS. Agencies order through a GWAC to avoid running their own full competition. For contractors, a GWAC seat is an entry ticket: competition then happens at the task-order level among vehicle holders.
