DCAA

The Defense Contract Audit Agency — the government's auditor for contract costs and accounting systems.

DCAA audits contractor cost proposals, incurred costs, and accounting systems, principally for DoD but on behalf of other agencies too. An "adequate" accounting system determination is effectively a prerequisite for cost-reimbursement work. DCAA does not award contracts or make eligibility determinations — it advises the contracting officer, who decides.
