Bid/No-Bid Decision

The formal decision on whether to pursue an opportunity, based on fit, competitiveness, and cost to pursue.

A disciplined bid/no-bid weighs customer knowledge, requirement fit, competitive position, incumbent strength, and the bid-and-proposal cost against the realistic probability of win. The most common failure in small-business govcon is bidding too much: a low win rate across many pursuits consumes the resources that would have won a focused few.
